Development of sustainable urban transport in the city of Sfax: PDU/NAMA Transport

In 2014, the Municipality of Sfax conducted a carbon assessment study, which pointed to the transport sector being the largest greenhouse gas emitter (54% of total emissions). The Municipality of Sfax, in cooperation with the Tunisian Agency for Energy Management (ANME), performed a strategic study on the transport sector entitled “ PDU/NAMA Transports ” (Urban Transport Plan/National Appropriated Mitigation Action).

Main objectives
  • Create an urban transport plan (PDU) for the city considering solutions for reducing greenhouse gas emissions.
  • Prepare a NAMA (National Appropriated Mitigation Action) study of the urban transport sector of Sfax.
  • Assist in halting urban sprawl.
  • Structure the roll-out of an effective and integrated public transport system, facilitating the clear improvement of services in quantity and quality
  • Encourage the use of public transport by improving its offerings and the quality of an effective service
  • Set out the conditions likely to clearly increase the use of active mobility solutions (walking and cycling) in daily transport.
  • Propose any useful measure to reduce congestion on city arterial routes (including the management of city centre parking)
  • Contribute to the establishment or enhancement of governance arrangements enabling better planning and a better coordination of investments and management measures in transport infrastructures and services.
  • Accelerate the completion of the light-rail project for Sfax
  • Improve the traffic organisation of heavy-load vehicles in the city centre

Project description

The PDU/NAMA sought to establish a strategic plan for the transport sector in the city of Sfax using an environmentally friendly approach based on sustainable mobility. This study was divided into three stages. Stage 1: the current state of urban transport was analysed and projected scenarios were plotted. Stage 2: proposals were elaborated. Stage 3: the Urban Transport Plan – National Appropriated Mitigation Action for the transport sector was produced. The time horizon for the PDU of Greater Sfax is 2030. The scope of the study covered Greater Sfax, including the six contiguous districts of Sfax Médina, Sakiet Eddayer, Sakiet Ezzit, Sfax Ouest, Sfax Sud and Thyna.
