Installation of a self-generating photovoltaic power plant connected to the medium-voltage grid for the commune of Sfax

In 2019, the municipality of Sfax launched a project to install a 350KWp photovoltaic power plant, which will produce electricity from solar energy for self-consumption, connected to the medium voltage (MV) grid. This installation project is located in Bechka, 43 km from the city centre, at the Manzel-Chaker delegation. The energy produced in this power plant will be transmitted through the national electricity grid to the municipal establishments connected to the medium-voltage grid in Sfax. Surplus production will be sold to STEG (up to a limit of 30% of the electricity produced annually) within the framework of a contract for the transmission of energy produced and purchase of surplus.

Project description

This project materialises the commitment of the municipality of Sfax to reduce its energy consumption by 20% and to increase the use of renewable energies by 20% by 2020, in accordance with the recommendations of the Convention of Mayors. First, the Municipality of Sfax worked with ANME and GIZ to carry out a feasibility study of a self-generation, photovoltaic installation connected to the Medium Voltage network for the municipality of Sfax as well as a study of the social and environmental impact of such a power station.

After study, the photovoltaic plant will be installed on a 6,313 m2 plot of land. This project is equipped with a 115 m2 technical room on which 882 photovoltaic panels are installed. The photovoltaic modules will face south and will be tilted to optimise annual yield.

Profitability for the project is estimated at 10 years with an estimated investment cost of 1.2 million Tunisian dinar. This project will be carried out over a period of 6 months.

Impact and results
  • Installation of the first municipal photovoltaic power plant for electricity production at the national level.
  • 304 equivalent tonnes of CO2 avoided for the duration of the project (25 years), i.e. 12.15Teq/CO2/year.
  • Positive environmental, social and economic impact on the city.
