The present document is a step by step guide to design participatory and collaborative local cultural policies. Apart from offering an explanation on the value of culture and the role it plays in sustainability, participation and an increasingly globalising and urbanising world, the manual leads the readership through 7 steps of policy development:
Each step is illustrated by compelling case studies from Turkey and offers a series of hands-on tools that generate the necessary information to complete the step. Most often, the case studies provide examples on the application of the tools.
Given that the right to participate in cultural life forms part of the Universal Declaration of Human Rights, it is important that cities consider culture in policy-making. This resource offers guidance on how to take the unique cultural context of cities into account in formulating policies. By fitting the concept into a wider urban development context, the handbook gives culture a greater pertinence in the general urban policy discourse.
