The municipality of Nabeul (Tunisia) has set up, with the technical support of MedCités, an energy audit of the municipal fleet of vehicles. This technical assistance comes as part of the cooperation project between the commune of Nabeul and ANME in the field of energy management.

Partnership

  • ANME
  • AME/ADEME/GIZ
Challenges addressed
  • Lack of an energy policy.
  • Lack of energy accounting.
  • Lack of an optimised municipal fleet management system
  • Need for capacity building of municipalities, both technical and political, on energy management.
Main objectives
  • To analyse the energy performance of the existing municipal mobile fleet in Nabeul.
  • To propose solutions to optimise the management of the fleet, its use, maintenance and energy and financial expenses.
  • To propose a method for monitoring and evaluating the actions selected.
  • To support decentralisation and involve regional and local actors in energy sovereignty, through capacity building of actors in energy management.

Project description

This project carried out an energy audit of the vehicle fleet of the municipality of Nabeul. The auditors provided an analysis of the existing fleet, consisting of vehicles intended for the collection of household waste, rubble, bulky and green waste, interventions on the public lighting network, road cleaning and levelling work, and the charges relating to their operation.

This analysis covered 5 areas:

-The structure of the activity

-An analysis of the physical situation of the fleet

-An analysis of operations

-An analysis of maintenance

-Energy management

Following the analysis, the implementation of an energy monitoring and control system and the improvement of vehicle maintenance and use were identified as the main ways to reduce the operating costs of the mobile fleet. In addition, driver training has been carried out to raise awareness of rational driving from an environmental and financial point of view. Project sheets were also produced by the expert auditor to present the savings achieved and the investments needed to demonstrate the feasibility of each proposed action. Similarly, the expert auditor has set up a monitoring and evaluation system to measure changes in energy and economic balances.

Impact and results
  • Completion of an energy audit report on the municipal fleet
  • Creation of a dashboard for monitoring and controlling energy consumption
  • Potential savings of about 34 thousand dinar in consumption following implementation of the energy action plan (Nabeul)
