Short Bio

Farouk Tebbal is an urban planning. He has been a civil servant for the Algerian government from 1978 to 1993 – including Minister of housing and urban planning in 1992 and 1993- in the fields of Housing, Equipment, and Urban Planning. As an independent consultant, he has completed assignments for the World Bank including studies of Algerian private sector and housing sector policy (1994-1995), Moroccan social housing strategy (1998), The Organizational assessment of the Palestinian Ministry of Housing structures (1999), Senior Consultant for the Urban Development Strategy of the City of Aleppo in Syria and the Maghreb Region Cities Network Project (CoMun – GIZ). From 2001 to 2008, he joined UN-Habitat as Head of Shelter Branch and was in charge of the Global Campaign for Land and Residential Tenure Security. Farouk Tebbal co-authored the report on Urban Development Strategies in the Mediterranean Region for the Barcelona Conference (2011) as well as Guidelines for city development strategies for the MENA region.
