CLIMATE AND ENERGY PLAN

The Climate and Energy Plan 2030 is the metropolitan strategy of the Barcelona Metropolitan Area for energy transition and climate change to be implemented until 2030 in order to move towards the carbon-neutral metropolitan territory and to integrate the objectives of energy sovereignty, promote renewable energies, energy efficiency and savings, reduce GHG emissions and adapt to climate change.

Project description

The AMB Climate and Energy Plan 2030 is the metropolitan roadmap for climate change and energy transition to be implemented until 2030. It is a ‘plan of plans’, which includes three strategies with which the AMB has been fighting climate change for years: the Carbon Management Strategy, the Roadmap for the Energy Transition and the Adaptation Plan to Climate Change. The Climate and Energy Plan aligns the various metropolitan policies launched recently with previous initiatives (AMB Sustainability Plan, Climate Declaration) and represents a more ambitious approach from the AMB as a whole. It is based on a series of principles that are integrated in a transversal way in all the actions included in the Plan:
– Climate justice
– Territorial balance
– Social cohesion
– New energy culture
– Sustainability
– Participation

It includes a regional energy transition strategy, in addition to the renewed carbon management strategy linked to the services provided by the AMB. At the same time, it integrates the adaptation actions necessary to make the metropolitan area more resilient to the impacts of climate change.

It consits of 4 areas of action with 13 lines for action and 92 actions.

 

The 4 different areas of actions are:
1. Renaturating the territory to be more resilient and live better;
2. Strengthening local renewable energies and the efficiency of energy, water and other resources;
3. Working toward an active territory and citizenship that are committed climate justice;
4. Encouraging a metropolitan governance in coordination with the municipalities.

 

The Climate and Energy Plan includes actions focused on three levels of action: metropolitan, municipal and institutional:

  • At the metropolitan level: actions associated with projects that require a shared metropolitan vision or operation and related to metropolitan competencies or policy coordination
  • At the municipal level: actions developed at municipal level and in collaboration with city halls, involving one or more municipalities.
  • At the institutional level: actions that affect the AMB institution, including the facilities, concessionary companies, offices, fleet vehicles, etc.
Impact and results

The main results that are expected to be reached by 2030 through this plan are:

  • Reducing GHG emissions by at least 40% compared to their 2005 levels (with 13,2% through the plan and 26,8% through the municipalities and other sources).
  • Improving by at least 30% the energy efficiency (with energy savings amounting to 5.950.891 MWh/year through the plan and 10.169.811 MWh/year through the municipalities and other sources)
  • Reaching at least 30% of energy consumption from renewable sources (with 3.416.894 MWh/year through the plan and 7.867.598 MWh/year through the municipalities and other sources).
