As part of extending Bizerte’s city hall, the local authorities carried out an energy audit on plans in order to promote energy efficiency and reinforce the sustainable management of energy for its new annexe to the city hall.

An in-depth analysis on the existing architectural and electricity plans was carried out using CLIP software.

Project description

The city of Bizerte conducted an energy audit on plans relating to the new annexe to be built for city hall. The audit, assisted by Clip software, pointed toward an action plan based on a scientific approach that would reduce energy use throughout the entire new building by 30%, i.e. 11.23 toe/year. The gross payback period was 5 years for the 5 actions put forward by the audit, namely :

  • Improvement to the energy efficiency of glazed openings : use of double glazing
  • Use of insulations on roof terraces
  • Use of insulation in external walls
  • Substitution of LED lights for classic bulbs to reduce the installed lighting power
  •  Improvement to the air conditioning system

There was a sixth action on energy production by renewable sources through the installation of a photovoltaic facility to make the building autonomous.

Expected results:

  • Improvement to energy performance
  • Reduction of energy bills
  • Improvement to thermal comfort
  • Contribution to the energy transition
  • Improvement to the energy categorisation
  • Reinforcement of the environmentally sustainable building policy in the city of Bizerte
Impact and results
  • Building energy category improved
  • Thermal comfort improved
  • Thermal regulation applied
  • Building constructed at 70%
  • Carbon emissions reduced (22 tonnes of CO2 equivalent)
  • Model building for environmentally sustainable construction
  • Energy-autonomous building through use of renewable energy (photovoltaic)
Publications & main documents
  • The specifications for (1) the technical/economic feasibility study and (2) the environmental impact study of the MV photovoltaic power plant in Sfax.
