The European Commission Life Cycle Cost (LCC) Calculation Tools are a suite of sector-specific Excel-based calculators and guidance materials developed by the European Commission (EC) to support public authorities in applying life-cycle costing (LCC) in public procurement. These tools help contracting authorities move beyond a simple purchase price assessment to analyse total costs over the full life of a product, service or work, including acquisition, operation, maintenance, disposal and, in some cases, externalities such as environmental impacts.
These tools were developed to facilitate compliance with Article 68 of Directive 2014/24/EU and Article 83(2) of Directive 2014/25/EU, which encourage the use of LCC in award criteria for public contracts. Using LCC allows procurers to compare alternative offers on a total cost basis, promoting better value for money, higher sustainability performance and more strategic procurement decisions.
The tools available include sector-specific calculators (e.g., computers and monitors, imaging equipment, indoor and outdoor lighting, vending machines) with user guides, enabling authorities to embed LCC in tender documentation and award criteria. Recent EU support resources also include working templates for evaluating LCC elements as part of financial award criteria across sectors.
