
This case presents a good practice of Green Public Procurement (GPP) in Italy, where the Umbria Region tested and applied Life Cycle Costing (LCC) as part of a more effective and sustainable public procurement strategy. The approach developed in the GRASPINNO PLUS project and applied to a pilot project in Spoleto funded by the National Recovery and Resilience Plan (NRRP).

The pilot action implemented by the Umbria Region introduced a methodology for calculating the Life Cycle Cost (LCC) of buildings based on the costs of individual components. This method was incorporated into the regional price list and used to support a complex project for expanding the operational area dedicated to the conservation and enhancement of Umbria’s historical and artistic heritage.

The LCC-based price list was then transformed into a BIM library containing 3D objects and related technical data compatible with digital design tools. The project was funded under Italy’s National Recovery and Resilience Plan (NRRP) and aimed to demonstrate that, even when ecological solutions involve higher upfront costs, they can be more economically viable over the long term when assessed through LCC.
This approach ensured alignment with DNSH principles and enabled SMEs and Public Body to access clear, objective tools for preparing green tenders.
