Treviso suburb community requalification, Italy
As part of the REMEDIO project, the city of Treviso has undertaken an ambitious project: to transform a suburb of the city into an Horizontal Condominium. the idea is that the so-called “Strada Ovest”, that is not just a road, but includes an entire suburb, should be imagined as a condominium, placed horizontally, where an administrator listens to the needs of the condominiums and proposes concrete solutions. This concept worked very well for the Municipality of Treviso, willing to apply the environmental and energy sustainability principles on its territory. The sustainability policies, widely elaborated and applied at municipal level, find in this initiative a well defined and circumscribed territorial and functional dimension.

Project description
REMEDIO High-density areas surrounding the city centres with commercial and directional roads, often suffer from traffic jam. Beyond pollution, there are several consequences associated to traffic congestion, like the risk to become a wound within the city connectivity system, or a factor of additional economic crisis and even social exclusion. The main objective of the project REMEDIO was to strengthen the capacity of cities to use low carbon transport systems and include them in their urban plans by testing existing mobility solutions, through an assessment tool, called the IMT_Integrated Modelling Tool (a multi-thematic modelling suite, designed to test and evaluate the effectiveness of soft actions mobility solutions), and participatory governance schemes. The main project outputs have been: (a) The creation of an Integrated Modelling Tool (IMT) for low carbon mobility solutions assessment; (b) To set a new participative governance model fùor roads, based on the “horizontal condominium” concept, an innovative model of participatory governance based on sharing a common vision together with the main stakeholders; (c) To pilot mobility measures (d) Develop awareness and educational paths on sustainable urban mobility behaviour.
Impact and results
The project activities led to the constitution of a no-profit Association called I LOVE STRADA OVEST, tackling various issues and achieving results in the following:
- Installation of photovoltaic systems on the roofs of large buildings
- Creation of Purchasing groups (or consortia) for green and thermal electricity
- Optimization of the performance of lighting systems along the roads and public areas (e.g. through the construction of photovoltaic shelters on public parking lots or the use of LED lamps);
- Enhancement of the public transport offer;
- Use of permeable pavement or flooring with high solar reflection properties for outdoor areas;
- Promotion of the construction of cycle paths adequately connected with neighboring urban centers;
- Optimization and increase of both private and public green area;
- Realization of a centralized cogeneration plant or merging plants for several lots for the production of electricity and heating and cooling of buildings;
- Establishment of an Energy Desk or an Energy Management system managed by trade associations/managing entity in collaboration with the Municipality.
- Facilitation of obtaining Energy Efficiency Certificates and access to Energy Management Systems (ISO 50001) at area level.
