Participatory study regarding the elaboration of a parking plan and a short-term action plan for the city centre of Sfax

SUSTAINABLE MOBILITY

The action consisted in providing support to the municipality to improve the parking system in the El Jadida district in order to improve traffic and access to the city centre of Sfax. The technical assistance took place between November 2018 and March 2019.

Challenges addressed
  • Proliferation of illegal and disorganised parking, which strongly contributes to urban traffic congestion
  • Air and noise pollution and decreased attractiveness of the commercial district of El Jadida.
  • Absence of a parking policy and management system in the district to meet the parking needs and contribute to the improvement of the use of urban space.
  • Need to involve civil society in the transport and parking planning process.
Main objectives

Manage the parking system in order to pave the way to sustainable urban mobility which allows to decongest the city centre of Sfax and facilitate access to its citizens.

  • Strengthen the technical capacity of the commune of Sfax in order to elaborate an Urban Development Plan on parking management
  • Identify good practices and advanced innovative techniques of parking management in the field of the study.
  • Guarantee a better share and distribution of public space (public roads, pedestrian streets, green spaces, etc.) whilst reducing air and noise pollution.
  • Involve citizens in the identification of solutions related to parking management in the city centre, using this dialogue with them to raise awareness about the decrease of vehicle usage whilst promoting the development of a sustainable city model.

Project description

The area of Sfax El Jadida, located north of the city walls, is a lively area known for its commercial activity and services. Due to the non-construction of the multi-storey car parks planned for this district and of a clear traffic and parking policy, Sfax El Jadida has become a congested and polluted area. As part of the technical assistance, MedCities, in partnership with the city of Sfax and the MedCities Knowledge Transfer Centre in Tunisia (CTC Sfax), has provided support to the city of Sfax in the optimisation of parking spaces in the El Jadida district, divided into two even areas by their functioning and socio-economic characteristics. In cooperation with the municipal team, the project has carried out an analysis on the state of parking and has proposed different parking-or- ganisation scenarios which have been submitted to public consultation, as well as a short-term action plan (2019).

The analysis has allowed for the identification of the following technical aspects:

  1. Locations where short-stay parking is encouraged;
  2. Locations where parking on sidewalks should be avoided as a priority;
  3. Eventual needs in terms of underground parking;
  4. Definition of parking areas on public roads along transport axes;
  5. Introduce the necessary institutional and regulatory arrangements to carryout the parking plan and its control.

Following the discussions which took place throughout the presentation of different scenarios, the chosen scenario was developed by identifying the necessary actions and investments for its implementation and management.

The proposal consists of implementing a new parking regulation on public roads which allows to optimize the exploitation of the road network for all users with payment parking along all streets in the district, including, however, restrictions (partial or total parking ban) in areas that present traffic congestion and/or security issues. A control and monitoring system was also put forward.

Impact and results
  • Implementation of a participatory study on the desirable parking configuration:
  1. Analysis of the parking offer and demand in the El Jadida district.
  2. Proposal of three parking-organization scenarios.
  • Development of a strategy to implement the chosen scenario.
  • Implementation of a short-term action plan to carry out the parking plan, including the necessary investments in detail.
