The document draws on 4 projects, implemented in Lebanon and Tunisia, among other countries, which all aim to increase the energy efficiency of buildings. It highlights the challenges immersed into these projects and comes up with useful conclusions and recommendations regarding energy efficiency in urbanisation and construction, as well as the financing thereof. Another focus is on the institutional management of funding from international funds for these kind of projects.
In this regard, the document tackles simultaneously the technical complexity of an energy efficient intervention in the built environment (with a strong focus on technical recommendations adapted to the local context), as well as the organisational complexity of the stakeholders’ ecosystem required to move such projects forward. This is presented both from the investment and managerial point of view.
The document comprehensibly provides an overview on the projects’ energy improvements, but also their main impacts and obstacles in the local context (taskforce, industry, regulatory issues, and civic society).
