An effective example of green public procurement implementation was carried out by the Dubrovnik Airport in Croatia in 2023 through an open procedure. The subject of the procurement was the business lease of operational vehicles, in full compliance with the technical specifications and cost estimate. The lease included vehicle registration and insurance, as well as both regular and extended maintenance, providing a comprehensive solution for the contracting authority’s needs.

The procurement was not divided into lots, requiring the bidder to submit an offer for the entire scope of procurement. This approach ensured consistency and optimized fleet management. It stands as a strong model for resource efficiency and service continuity in the public sector.

Project description

In defining the technical specifications, the contracting authority applied generally recognized and market-standard descriptions, ensuring alignment with international norms related to technical features and product quality. This approach contributed to transparency and allowed fair competition among bidders.

Bidders were required to:

  • Specify the type and model of the proposed vehicle in the cost estimate;
  • Ensure that the make and model in the cost estimate matched the data in the CO₂ emissions documentation or the product’s technical description;
  • Submit documentation confirming that the offered vehicles meet the required specifications (e.g. catalogues, brochures, web printouts, etc.).

The bidder must prove that the offered goods have the characteristics prescribed in the Technical Specification (APD: catalog, brochure, prospectus, printout of the specification from the web, etc.).

 

Selection Criteria:

The criterion for selecting the bid is the most economically advantageous bid.

Criteria for the most economically advantageous tender:

  1. price,
  2. delivery time,
  3. CO2 emissions.

 

Relative importance of criteria:

– C – offer price 65% = max 65 points

– R – delivery time 30% = max 30 points

– E – CO2 emissions 5% = max 5 points

 

Criteria 1. – Bid price – maximum number of points 65

For this criterion, the bidder can receive a maximum of 65 points. The bidder that, compared to other tenders, offers the lowest total price excluding VAT, including all costs, discounts and fees, receives the most points. The contracting authority will score bidders up to 65 points, in such a way that the cheapest bidder will receive the highest number of points, and each subsequent bidder will receive a proportionally lower number of points compared to the previous one, according to the equation:

C = Cmin/Cn x 65

Whereby:

C – number of points for the price criterion

Cmin – the bid with the lowest total price

Cn – total price of the comparative offer

Criteria 2 – Delivery deadline – maximum number of points 30

For this criterion, the bidder can receive a maximum of 30 points.

The delivery deadline for the vehicles to be leased is used as a criterion. The contracting authority has set a maximum delivery deadline of 45 days from the date of signing the contract. Bidders must submit a proposed delivery deadline in their bid in the form of a statement by a person authorized to represent the economic entity.

The delivery deadline must be set on a full day.

A bidder who does not submit a proposed delivery date in its bid will be deemed to have offered the maximum delivery date specified in this procurement documentation.

The bid that offers the shortest delivery time compared to other bids will receive the most points. The contracting authority will score bids up to 30 points, so that the bid offering the shortest delivery time will receive the highest number of points, and each subsequent bid will receive a proportionally lower number of points compared to the previous one, according to the equation:

R = Rmin/Rn x 30

where:

R – number of points for the delivery deadline criterion,

Rmin – offer with the shortest delivery time,

Rn – offered delivery time of the comparative offer

Criteria 3 – CO2 emissions – maximum number of points 5

For this criterion, the bidder can receive a maximum of 5 points.

A bidder who does not submit a CO2 emission proposal in its bid will be deemed to have offered the minimum value specified in the technical specification as the CO2 emission value. The CO2 emission of the vehicle from point 1 of the Technical Specifications of the subject of procurement is used as a criterion. The contracting authority has set the minimum CO2 emission of the vehicle from point 1 of the Technical Specifications of the subject of procurement to be 170 g/km. Tenderers must submit the value of the CO2 emission of the vehicle from point 1 of the Technical Specifications of the subject of procurement in their tender in the form of a statement made by a person authorised to represent the economic operator.

Points for the offered lower CO2 emission value are calculated according to the following scale:

  • CO2 emission from 166 g/km to 170 g/km – 0 points
  • CO2 emission 165 g/km and less – 5 points
Impact and results

In the spirit of national, European, and even global acts that go in the direction of environmental protection, the tenderer has determined the criteria for selecting a bid with environmental characteristics (lower CO2 emissions), in order to contribute to the global preservation of the environment, which is currently under great pressure. Environmental protection ensures the comprehensive preservation of environmental quality, the preservation of biodiversity, the rational use of natural resources and energy in the most environmentally friendly way, as a basic condition for a healthy life and the foundation of the concept of sustainable development.
