The case involved the refurbishment of the “Gianni Rodari” kindergarten (1248 m²) in Narni. Though not directly damaged by the 2016 earthquake, the building required structural reinforcement and energy upgrades.
A needs analysis was conducted with parents, teachers, and staff through interviews and focus groups. Market engagement began with an Information Workshop (Oct 25, 2017) and continued with open communication to national and European networks. The Prior Information Notice (PIN) was published in November 2017, followed by open market consultations in early 2018.
A competitive procedure with negotiation was selected. After a two-phase invitation process and evaluation, the contract was awarded in November 2019. The innovative refurbishment was completed by July 2020.
