The Procure4Health project is a growing community of European Health organisations interested in the procurement of innovation. Its 33 founding partners actively promote innovation procurement through knowledge sharing and capacity building; networking and matchmaking, identification of common needs, and the launch of joint actions to address them, as well as influencing policy on procurement of innovation.

  • Difficulty in developing actionable propositions that lead to real, measurable improvements.
  • Limited insights to effectively navigate the complexities of health and care procurement.
Main objectives

The main objective of Procure4Health is to establish and operate a network of European Health and Social Care (H&Sc) procurers who are responsible for implementing H&Sc innovations across the EU and associated countries. This network aims to identify shared needs and promote effective innovation procurement strategies—such as Pre-Commercial Procurement (PCP), Public Procurement of Innovation (PPI), or Innovation Partnerships—based on the outcomes of Europe-wide market consultations. These efforts will be translated into actionable plans for procuring both R&D and innovative solutions that enhance the quality of services provided to patients and citizens. The initiative seeks to empower all stakeholders involved in PPI, with a particular focus on procurers. To succeed, it is essential to engage both experienced and less experienced procurers. Additionally, we will need to assess the current challenges and needs of procurers and develop shared tools to support and facilitate PPI for all parties involved.

Project description

The overarching goal of Procure4Health is to set up and run a network of European Health and Social care (H&Sc) procurers who are responsible for deploying H&Sc innovations across the EU and associated countries, in order to define common needs and advance sound innovation procurement strategies – to implement PCP, PPI or Innovation Partnerships based on the results of Europe wide market consultations – which will be translated into concrete action plans for the procurement of both research and development and innovative solutions that ultimately improve the services delivered to their patients and citizens. The idea is to empower all the actors involved in PPI through this network, focusing on the procurers. We need to attract both experienced procurers and not experienced procurers if we want to succeed in this. We will also need to analyse current barriers and needs of procurers, and then create and shared tools to facilitate PPI for all the actors involved. The project provides the following services:

Capacity building: Receive capacitation, like twinings, tailored training and mentoring, to learn from peers. Access a repository of resources, including market research, case studies and best practices.

Networking & Matchmaking: Attend networking and matchmaking events. Participate in discussion groups with other members to promote strategic topics.

Collaborative innovation procurement: Identify common challenges that require innovative solutions. Launch the related open market consultations on those challenges.

Policy Impact: Explore funding schemes to co-finance the procurement of innovation. Influence policy at the European level on the procurement of innovation for Health.

Impact and results

The Procure4Health project developed an Action Plan, which serve as an essential guide to transforming procurement practices in health and care service organisations. It is tailored for operational leaders in the health and care sector, including hospitals, primary healthcare centres, community care centres, social care residences and procurement entities.

This actionable resource is designed to empower decision-makers with practical steps to embrace innovation procurement, overcoming existing challenges and improving services and outcomes. The Action Plan:

  • Solves real challenges: Tackle operational and service delivery hurdles with innovative solutions.
  • Improves outcomes: Ensure better care and services for communities.
  • Clears “How-To” Guidance: Equip the organisations with step-by-step methods to implement change confidently.
