WASTE MANAGEMENT

CITY STRATEGIES

MedCities took part in a two-year capacity-building project (2016-2018) on solid waste management in the four municipalities conforming the Urban Community of Al Fayhaa (UCAF): Tripoli, Al Mina, Al Beddawi and Qalamoun. The project created and promoted an Awareness and Change Management Program to tackle waste separation at source as well as a Strategic Manage- ment Plan on Collection and Treatment of Municipal Waste. With the support of the Catalan Agency of Development Cooperation, MedCities implemented four pilot projects across the UCAF.

Challenges addressed
  • Increase of waste generation as a result of the displace- ment of Syrian population, leading to an increase in the demand of waste disposal and rising municipal costs for waste management.
  • Absence of a structured and environmentally friendly system of waste separation and collection across the UCAF.
  • Weak infrastructure for waste management available in UCAF, including the saturation of the open dump and the limited capacities of the Mechanical Biological Treatment Plant in Tripoli (MBT).
  • Marine pollution poses serious risks on health and the environment as a result of the lack of management.
  • Need to accommodate the increasing sensitization of civil society on recycling and waste valorization.
Main objectives

To strengthen the capacity of local authorities of the Urban Community of Al Fahyaa (UCAF) in managing municipal solid waste, in order to ultimately improve the environmental and health conditions in the UCAF, covering part of the Mediterra- nean coastal front in the North.

  • Build the capacity and expertise of the Urban Community with regards to waste management at the political and technical level.
  • Improve the interaction, involvement and engagement of the local community with regards to recycling and waste management systems
  • Improve the solid waste management mechanism through strategic analysis and plan for the collection and treatment of municipal waste.

Project description

The ISWMF focused on building capacity of the local Authorities of UFC Municipalities (that is, Tripoli, Al Mina, Al Beddawi and Qalamoun) in this transitional phase of refugee inflow (from 2015 onwards). Its aim was to divert the maximum volume of waste possible from the landfill while taking into consideration the social, environmental, and economic limitations of all stakeholders involved. The project had several components:

1. Elaboration of an Awareness and Change Management Program serving as an independent platform for education, awareness and capacity building for all stakeholders in solid waste management as well as the general population (schools, restaurants, markets). A coordination mechanism with Civil Society Organizations was established during of the project and a large-scale sensitization program was implemented.

2. Elaboration of the Strategic Management Plan on Municipal Waste. The overall plan has three components: municipal waste collection plan; treatment and disposal plan; sweeping and street washing plan. Each plan is accompanied by a feasibility study.

3. Implementation of 4 pilot projects (one in each city) on sorting at source and recycling, which include the creation of Green Points, the instauration of a separate collection system for commercial shops, households and schools and the establishment of an exclusive waste treatment area for separately collected waste in Tripoli’s MBT.

Impact and results
  • Development of a strategic plan for the management, collection and treatment of municipal waste.
  • Awareness-raising campaigns addressed at UCF citizens about sorting and recycling waste.
  • 15 awareness training sessions were held for the general public and in 19 schools.
  • Launch of 4 pilot projects for selective waste collection across the UCF municipalities, resulting in 35-40 tonnes of recyclable materials collected monthly.
  • Implementation of 4 green points.
  • Creation of 7 job openings following the project.
  • Distribution of 844 household recycling containers and 1,193 recycling containers for commercial buildings.
  • Creation of a 400 m2 sorting shed inside the existing TMB factory and provision of 3 trucks for the selective collection of waste.
  • Distribution of 32 recycling containers in 15 UCF schools.
